Proje Özeti

Housing accessibility has become one of the most pressing socio-economic challenges across both developed and developing countries. Rapid urbanisation, increasing construction costs, demographic growth, inflation, and unequal access to housing finance have significantly reduced housing affordability, particularly for low-income households. Governments have introduced various policy instruments such as subsidised housing programmes, public-private partnerships, housing finance reforms, and Islamic financing mechanisms; however, the effectiveness of these policies differs considerably among countries.

Malaysia and Türkiye represent two important upper-middle-income countries that have implemented different institutional approaches to affordable housing. Malaysia has developed extensive affordable housing programmes supported by Islamic finance and government agencies. Despite these efforts, housing affordability remains an important policy issue in both countries.

The main purpose of this project is to conduct a comparative analysis of housing accessibility for low-income households in Malaysia and Türkiye by evaluating financing instruments, institutional arrangements, social housing models, and cost-effective housing production strategies. Based on the findings, the project seeks to formulate practical policy recommendations that may contribute to more inclusive and sustainable housing systems.
