Özet
Dijitalleşme, devletin toplumsal ve ekonomik alanları görme, sınıflandırma ve yönetme kapasitesini
yeniden şekillendirmektedir. Tarım sektörü de bu dönüşümden önemli ölçüde etkilenmiş;
üreticilerin kayıt altına alınması, tarımsal desteklerin dağıtılması ve üretim faaliyetlerinin izlenmesi
amacıyla çeşitli dijital kayıt sistemleri geliştirilmiştir. Bu çalışma, Türkiye’de 2001 yılında
uygulamaya konulan Çiftçi Kayıt Sistemi’ni (ÇKS) yeni ekonomi-politik perspektiften analiz
etmektedir.
Digitalisation is reshaping the state’s capacity to see, classify, and govern social and economic
domains. The agricultural sector has also been significantly affected by this transformation, with
various digital registration systems being developed to register producers, distribute agricultural
support, and monitor production activities. This study analyses Türkiye’s Farmer Registration
System (ÇKS), introduced in 2001, from a new political economy perspective. Its central argument
is that the ÇKS is not merely a technical instrument designed to enhance administrative efficiency,
but a political and institutional arrangement that renders the agricultural sphere visible,
measurable, and governable. The study employs qualitative interpretive document analysis,
examining legislation, policy documents, and relevant institutional regulations concerning the ÇKS
within a new political economy framework. It investigates which producers and forms of
production are rendered visible by the system, which remain outside the registration regime, and
how access to agricultural support is restructured. The analysis shows that, while the ÇKS makes
the agricultural sphere legible through standardised categories, it can also generate selective
mechanisms of exclusion through property and documentation requirements. Moreover, the
growing linkage between registration, access to support, and financial relations indicates that
digital visibility is reshaping farmers’ institutional and economic position. These findings
demonstrate that digitalisation is not a neutral or spontaneously evolving technological process,
but one shaped by particular political choices, institutional priorities, and relations of power.
