Özet: Türkiye Cumhuriyeti’nde 1923-38 döneminde uygulanan maliye politikaları iki ana döneme ayrılabilir: liberal ekonomik düşünceye ve karma ekonomi yaklaşımına dayanan politikalar. Birinci dönemde (1923-29) her ne kadar bazı devlet müdahaleleri söz konusu ise de Türkiye Cumhuriyeti liberal bir maliye politikası takip etti. Bu dönemde uygulanan maliye politikalarının temel amacı Türk vergi sisteminin modernleştirilmesi ve Türk köylüsünün durumunun iyileştirilmesidir. Bu dönemde kamu maliyesi denk bütçe-düzgün ödeme, yükümlülerin lehine vergi sisteminin iyileştirilmesi ve Türk lirası’nın istikrarını koruma ilkelerine dayanmaktadır. Karma ekonomi döneminde (1930-38) Türk sanayisini geliştirmek için aktif devlet müdahaleleri söz konusudur. Bu dönem boyunca uygulanan maliye politikalarının ana amacı Türk sanayisini geliştirmek, altyapı ve Türk ekonomisinin üretim kapasitesini iyileştirmektir.
Abstract: Fiscal policies applied in the period of 1923-38 in the Turkish Republic can be divided into two periods: fiscal policies based on liberal economics thoughts and on mixed economic policy approach. Although there were some sort of government interventions in the first period (1923-29), the Turkish Republic pursued a liberal fiscal policy. The main aim of fiscal policies applied over this period was the modernization of the Turkish tax system and improving the economic conditions of Turkish peasantry. At this period public finance was based on the principles of balanced budget-regular payment, improving the tax system in favour of taxpayers and maintaining of Turkish Lira’s stability. In the mixed economy period (1930-38) there were active government interventions in order to develop Turkish industry. The main aim of fiscal policies applied over this period was the development of Turkish industry, improving the infrastructure and the productive capacity of Turkish economy.
